Does anyone know what this is for yet?

Gannondorph Liquid Storage Vat

It's used in Zero Processes as either Target or Source which leads me to believe it's a quest related item.

You get it as a reward if you talk to Scientist Maud Stevens in Bor and do her Scorpiod Tagging quest without having the clothing quest from Mary Ann running.

Anyone know what this is used for or which npc is looking for it?

It could just be a social fixture type item, as it does have a real mesh to it. There is a line of 'Gannondorph' items that all look to be more or less fixtures here, so perhaps that is one of them?
